This is in direct contrast to Carnival out of Baltimore. A pitboss told me that they aren’t allowed to open because the Chesapeake Bay is not international waters. I was told this is standard for Royal Caribbean trips for Baltimore. Ship left Baltimore around 4pm and the casino was closed the first night.
